[ST] Re: [ST VIN # verification



Hi there STers
California does NOT inspect either salvage or out of state vehicles.  You
do, however, have to have the VIN# verified.  And in the case of a salvage
title, you must also produce a Light and Brake certificate. The Light &
Brake Certificate, must be obtained at a local business, usually a
motorcycle shop.  The DMV does NOT verify VIN numbers.  This is a function
of the CHP.  Every county has a special CHP office which verifys and issues
new VIN numbers.  Only one CHP officer does this for motorcycles in each
county.  The reason for this is because of the high theft and low recovery
rate on Harley Davidson motorcycles.  The California Vehicle Code gives ANY
Peace Officer the authority to verify VIN numbers, however last year the DMV
issued a memo directed to all DMV offices and personel, that ONLY the CHP
can verify MOTORCYCLE vin numbers.
The reason that I am familiar with this policy, is that I have just retired
from the Bakersfield Police Department, after 30.5 years of service, over
five years of that was as a Detective in the Auto Theft Detail.  I also love
old Triumph motorcycles, and have a collection of them, most of which have
had to have the VIN verified.
