Your change from 18/43 to 17/45 is the same jump the newer bikes get going
from 19/43 to 18/45.  It should be great.  Don't hesitate.  If you have 108
links like I have it will fit without problems.  I've changed my '02 RS
from 19/43 to 19/45 and while it's better, it may not be enough.  Just
coincidentally, changing 1 tooth on the front is like changing 2 on the
back.

At first I was just going to change the front sprocket to 17 teeth, but I 
wasn't sure if that would be enough (3000 rpm).  A 17/45 ratio should put 
this speed into the 3200 rpm range, which is where the power starts coming 
on for the ST's engine.
