Nope, not normal.  Even after tearing down the top end and reassembling on
mine (bike was apart for three months) it fired up on the third or fourth
revolution.  As long as the battery is strong, it should fire.  Put a volt
meter on the battery and check it.  You may have a bad cell that isn't
allowing a full charge.  Also check your negative cables for proper
grounding, they should be tight and clean.
