Steve,
"eye-to-eye" should mean center of top bolt hole to center of bottom bolt
hole.

The plot thickens!!! Now we have the illusive 1999 ST which happens to be
22mm short of the 2000-2004 data. Add that to the first Hyperpro spring I
received was about 28mm shorter than the stock spring (remember we are
measuring the spring "off the shock". "On shock" puts some squish to them
even at zero preload). This could be the source of short springs and
shocks in that the base measurement could have been from 1999 models and
something changed in late 99 or 2000. That leaves the question of the long
shocks. Could some of this be just plain human screw ups??? Naw, that
can't be.
