As others have said, 3mm is about an 1/8 of an inch.  When you take a look
at all the tolerances from the wear on you tires, not to mention the
difference between tire profiles even when they are 180/55ZR's, to the eye
construction, etc, etc, etc, I wouldn't over think this issue.   What I
would recommend is to check the sag recommendations by Penske.     Check
your sag and see if you can adjust the shock to attain the number.  That is
what should determine whether the shock has a fit problem.  If they can't
give you a recommended value of static (just the bike) and/or
loaded(race,dynamic or whatever you want to call rider plus bike) sag,  I
would recommend putting it in a box, shipping it back and get something else
from somebody else.
