I sometimes wonder if it's truly only about revenue, or maybe
it's also about liability?  In our litigious society, are states,
counties, or municipalities that are being sued over accidents
that occur because some person made a pass in a legal zone, but
still managed to hit someone coming the other way, for whatever
reason? It's hard to otherwise explain the double yellow in so
many areas that appear to be a safe place to make a pass, even in
a slower vehicle.
