[ST] eastern "rally" hoopla

I find it somewhat amusing (in an ironic sort of way) that for so long,
it's been hard to get a rallye organized, but then when something does
start to take shape, many protest at officially sanctioning an event.

Speaking of which, when/where is the western rallye this year?
