[ST] Water near the gas cap?

I pulled into a gas station to fill the tank today; as with much of the rest
of the nation, it's been raining like crazy here. As I'm filling the tank,
I look down and see water around the fill hole! Yikes!!! I don't think any
got into the tank, but I can't really tell since the gas cap obscures the
view as you open it.
I had just ridden 10 miles, with quite a few turns, stops and starts. I'm
surprised that it didn't drain out; how is this supposed to work?
What does everyone else do for this?
