Sorry I don't have sizes available.

Use a hex-head bolt, passed thru a stainless fender washer, a rubber
fender washer, the hole in the joint, another rubber fender washer,
another stainless fender washer and a wing nut. Tighten until it
doesn't shake anymore. The rubber washer and fender washer need to be
wide enough to cover the metal joint, but not wide enough to ride on the
edge of the mounting. They MUST squeeze the joint.

This is a permanent fix. If it should work loose, just tighten the wing
nut. I don't recommend the vise grip route. Even if you get it to work
(not easy) it just works loose again.

Maybe one of the other wing nuts has some dimensions.

As far as we know there isn't any built in adjustment or way to tighten
that up...

Try peeling back the covering boot (carefully) till you can get to the
"elbow" joint...then using channel locks with suitable protection (wrap
tape around the jaws, or use some thin pieces of wood) to protect the
plastic, gently squeeze the top and bottom of the joint to see if you
can tighten it up any. Be very careful not to crush it!

Another poster mentioned a fix (not sure if in FAQ, Mods, or
Archive) whereby they used a nut, long bolt and washers to run down thru
that plastic elbow joint to put a little squeeze play on it.
