The bent washer can be pushed off the nut with a drift, punch, anything
flat and a hammer.  It's malleable metal so doesn't take much to move it.

The nut can be tough to break loose.  The best way to do it is to get
yourself a lovely assistant to hold the rear brake, bike in gear and break
the nut loose with an impact wrench.  The lovely assistant is the best part
of that.

No impact wrench, put bike in gear, rear wheel on ground, someone to hold
the bike up and the rear brake on, large (read long handled) breaker bar
and a bit of grunt.

That washer is supposed to be replaced each time, though I use a different
part of the washer to bend over until there aren't any more new places to
bend, then replace the washer.
