Having a son in college, but not in CA, I am familiar with this issue.
As long as he is a resident of TX and the bike is registered in TX he 
should not have a problem. As a student he should not have to register 
it there. It will become a problem if he does.

However, CA, as we all know, has its own set of weird laws. You know, 
YMMV based on CA emissions.
