It should spin a little, but certainly not as freely as, say, a bicycle
wheel. I was surprised by how hard it was to spin the front wheel,
too. Your brake pads are going to drag a bit against the rotors, and
there's probably drag from the bearings, etc. As long as it doesn't
make any funny noises and your speedo is working, you're probably OK.
