You don't need a great power/weight ratio for top speed. You need a 
great power to air drag cof. People were going 150+ on bikes many 
decades ago with far less horsepower than we have now. Streamlining and 
lots of straight road is what you need to go fast.

Power/weight really only factors in for acceleration.
