I've not seen inside the '99 engine, but many engines can have the 
springs removed and the seals replaced without removing the head.  An 
adapter is used to pressurize the combustion chamber through the spark 
plug hole.  That keeps the valves closed.  If the piston is also held at 
TDC, the valves can't fall far enough to get "lost" in the cylinder 
should the worst happen.
