That depends on whether the original problem was footpeg location or adjustment of the
shift and brake levers.

Like Bill I interpreted Philip's problem to be that he wanted the footpegs themselves (he
refers to them as 'pedals') to be lower.  This would be accomplished, to some degree, by
Bill's suggestion of removing the rubber from the FOOTPEGS, not the shift lever itself.

OTOH, maybe Philip isn't aware that the shift lever linkage is adjustable (though not as
finely if it was replaced with a one-piece shift lever), and that the brake lever can also
be adjusted downward.  Both of these adjustments will allow his dangly feet to use the
controls more easily without excessive foot movement.
