He said that today's good chain waxes are designed to be very viscous,
so that you can spray them on and just wipe the chain down - that's all
that should be needed. He said that things like the grunge brush or a
toothbrush are good too, but all you should need is a rag and chain wax.
The chain wax then sets and thickens over a little time so as to prevent
fling and seal the rings.

What do they suggest then? Nothing beats WD-40 or Kerosene for cleaning
the chain that I've found, particularly if there is cosmetic rust on the
side plates. I imagine some other solvent would work to remove the old
gunked up lube.
