As well, my guesstimate would be that in shim over bucket the cam
contacts the shim, where shim under bucket the cam lobe touches the
bucket. It may be easier to control the surface of the bucket than the
shim, heat treating, hardness and all.
This it may be more reliable in terms of higher RPM and just plain old
engine longevity to use shim under bucket.
But that is just my guesstimate.
