I can think of some possible advantages to shim-under-bucket, but I may
have missed something much more fundamental too ;-)

Typically the shims will be smaller in diameter, which means that
replacements should be a bit cheaper -- I don't think this makes the
design necessarily any better though

The shims themselves will not be subject to the same possible direct
wear from cam lobe -- this is probably not that much of an issue either,
since shims should always be measured anyway before they are replaced
(rather than relying on the label) -- the down side is that the bucket
would be subject to wear from the cam lobe, but perhaps this is much
harder material -- IOW, perhaps the shim hardness requirements are less
when compared to the 'over-bucket' design

I suppose there is a remote possibility that an 'over-bucket' shim could
become dislodged under rare valve-float conditions (OTOH this seems like
a stretch to me -- anyone know?)
