it gets more than a little grey when you consider things that, in many
cases, the individual does NOT have control of -- drug addiction and,
for some, obesity are only two examples that fall into that category --
on the other hand there are inherent risks involved with stepping into a
crosswalk which we should all share -- so I'm for helping the drunk kick
the habit, but he's on his own if he drinks/drives/crashes -- where I'm
from the gov't-run insurance plan assists the victims of such criminals,
but the culprit's insurance is invalidated (ironically his own personal
injuries are covered nontheless, since the gov't knows that the money is
going to come out of the gov't-run medical plan anyway)

we could get into a whole philosophical discussion of what insurance was
intended to do in it's purist form, where EVERYONE is included, no
matter what their individual risk factors are, and that the composite
risks are spread over a large sample, but unfortunately that not what
insurance has evolved to become -- you can be excluded (or charged
higher premiums) if your insurance company doesn't like the odds

so either you include EVERYONE (in this case we're talking about all
motorcyclists within a particular jurisdiction, and notice that I'm not
even focussing on sport riders) and charge everyone the EXACTLY same, no
matter what they ride, how they ride, where they ride, etc. AND
legislate things such as helmet laws because they are proven to reduce
risk, OR your insurance company asks a thousand questions (including
whether you ever ride w/o a helmet) and offers you a policy (or not)
based on the composite risk that you represent

the more exceptions there is to the 'pure' insurance model, the more it
detracts from the original intent, which was to spread the risk as much
as possible, and thus minimize the premiums for everyone involved --
unfortunately we are FAR AWAY from the 'pure' insurance model and there
doesn't seem to be any turning back
