I don't know what it's lined with but I lube mine every six months with a 
hydraulic cable oiler and notice a distinct improvement every time.
The oiler not only deposits a layer of oil to lube the cable but it also 
prevents corrosion and flushes out any road grime that's been washed in 
there from the road.
