lost a bike the other year to such a concotion although for insurance
purposes it was described as a deisel spill. It went from a freezing
day to a mild one and my front wheel just disappeared underneath me. :

i think its best to advise the relevant county authority. If it
chooses not to act then it will be liable should any incident happen
in the future
