Scary, you actually feel slime on the surface of the roadway?  Here in central
Ohio they have started using something similar that they put down before a
snow/ice event, but it's more of a brine solution that dries into what looks
like whitish stripes as you describe.  I have not checked the feel of it
though but can't imagine it's slippery.  You may want to check with your DOT
to see what that stuff is, mebbe we can learn something here.
