As explained, Triumph made the lights in such a way that they can easily
be adjusted according to local regulations about low beams by adding 2
similar relays (in case of the 2001 model at least). Here you can see
which 2 Hella relays were used and where to plug them in:

You can add them without removing the fairing, but it's easy to see on
the pics since the fairing happened to be off at that time. They fill
up the bottom 2 open relay positions. I would recommend 2 Philips 
Visionplus bulbs (or Osram Silverstar) as well, they can't be beat
in light performance.
