OK, have just heard back from another Spanish speaker.  It is driving
using "headphones, receptor machines or CD players"

The incident happened when a member of the UK ST list was travelling
into Spain via the Pyrenees with a group of non-ST riders.  3 of them
had PMR bike-to-bike.  The were pulled over by 2 motorcycle police
and ticketed and fined 40 Euros.

What I have been able to discover so far.....

1.  It was a very small fine.  150 Euros is the rate for using a
mobile phone whilst driving.
2.  Spain has a law prohibiting the wearing of headphones/earpieces
whilst driving.  It is meant to apply to iPods, Walkmans, MD players
and the like.  I have a feeling that a rather too literal
interpretation was used here and I intend to do some more digging.
3.  In my opinion bike-to-bike is a safety device and shouldn't be
penalised.
4.  If anyone else has experienced this problem in Europe please let
me know.
