I just put on my new (to me) rack on my 99, and came up with a similar 
question - is there a particular reason to deal with the seat latch and 
extra bracketry at all?

I assume as you said there is some strengthening value, but I can't really 
see it.

I just pulled off the four bolts holding the handrail on, and put only the 
rack itself in it's place and bolted the four bolts down. It seems to be 
plenty strong to me (particularly given that the rack is only rated for 
something like 11kg) and it seemed like a *major* PITA to remove all the 
rear bodywork, and relocate the seat latch! 

The seat (a corbin - I don't know if it is on the stock pan or not) does 
seem to ride a little higher in the back, and the tray seems to be resting 
on one of the four rack retaining bolts, but other than that it seems to 
fit fairly well. 

Someone tell me that I'll pay for being so lazy and I really should put 
those extra brackets, and why, to give me the motivation to put in the 
extra hour (or two).
