Here's some feedback from a Bike Tire fitment operation close to my work.

They reckon a patch applied carefully to the inside of the tire is perfectly safe as long as you don't run the tire under inflated for a long period.

They wont apply a patch where any damage is evident, or where the hole is in the outside 30% of the tire. 

This mob don't like the "mushroom" type plugs, they apparently have had them develop leaks. They maintain they have never had a complete tire failure to a repair done like this. They don't recommend plugs applied from the outside except to get you home.

Seeing as they had a vested interest in selling me a new tire, they cant be far off the mark.

I know of two people who had patches fitted by these people, one on a GSXR750 and the other on an SV 1000, who went on to ride the tires to the end of the tire life under fast conditions including some track time.
