For anyone in the South West (UK) I highly recommend

run by the Avon & Somerset constabulary, sounds very like bikesafe.  My girlfriend and I did a weekend residential with them (90 quid inclusive!).  Lectures in morning both days, 100+ miles with a Police instructor in the afternoon.  We both learned a massive amount and enjoy our biking much more as a result.
