Attached to the front elbow fitting, inside the coolant tank, is a
short length of the same size hose which goes down to the bottom of
the tank.  To loosen things up, try a bit of soapy water on the tank
grommet.  You may be able to find a suitable replacement fitting at a
home improvement store.
