Now you've got a double-ended axle removal tool the right size -- just use a
19mm or 3/4 socket to drive it. Cost maybe zero if you've got a few bolts
and nuts on hand, and who doesn't?

I went one step further and brazed the locked nut into an old socket - for that
professional touch :O)
PS Use of a high tensile bolt creates better feng shui
