That does seem low.  Generally, the Sprints get somewhere in 90's for hp on a dyno (varies a little bike to bike and with the dyno and location, but anything in the 90's at the rear wheel would seem right to me).
 
As for the front springs, Race-tech the front end - huge improvement.  As for the shock, don't know - I'm starting to look into myself.  I've got my rebound damping cranked all the way, and would still like a little more.  Plus this is now limiting me from dialing in any more pre-load.

I have been told my RS is low on HP.  It has the latest tune, stock air filter and exhaust.  It was dynoed at 82 HP at the wheel.  Does this sound about right?  I figured 108 - 10% = 97 rhp, or are my figures off.
   
  If it is low where should I start to get it up to snuff.   
   
  Bought it with 300 miles on the clock, Broke in according to manual, currently has 8000miles, has felt low on power the whole time. Actually felt down after the dealer changed the gas line recall, but this was still in the break in period so I wasnt pushing it.
   
  BTW looking for front springs or some solution for the soft feel, Aftermarket exhaust, aftermarket shock, etc.  If you have anything you are looking to sell let me know.
