Here in BC, Canada, if the driver of the vehicle that commits a moving
violation cannot be absolutely established, then the ticket is issue to
the registered owner, but the violation does not become part of the
owner's driving record.  In other words, the owner pays the fine, but
there are no demerit points associated with the violation.
