In the UK the registered owner is ultimately responsible but is given
the opportunity to divulge who the driver was at the time of the offence
with a view to the right person being penalised.
I don't know if we are ahead of the US on speed cameras (or scameras as
they're un-affectionately called) but many are now in pairs with a
forward-facing one to get the occupants' faces on film.
Having said that, there is some kind of review in progress to see if
the arguments for them have been over-stated (my words).

of proving innocence.  The exact opposite of the standard "innocent
until
proven guilty".
