Jeff,

I would say there is some air in there. You should follow the procedure
to fill up the coolant and especially remove the bleed screws and assure 
that somme coolant
flow from the circuit to the tank. Usually, I plug a hose on the 
radiator cap to fill it up at the top.
It gets the level higher (and pressure too)  and shase out the remaining 
bubbles.
