David,

It sounds to me like you might have two problems.

One is the oil consumption.  You are leaking it (easy to detect), blowing it 
by the rings or through your valve guides.  A compression/leak down test 
would go a long way to determining which.

If you are burning that much oil in your combustion chamber, your plugs 
could be seriously fouled, which can contribute to hard starting.  Fouled 
plugs mean reduced spark and not enough fire to start the engine.  Pull off 
the fuel tank, air box and coils, pull a plug and take a look at it.  You've 
got over 20K on those plugs and it's time for a check.

Hard starting can be a result of unbalanced throttle bodies, misadjusted 
valves, poor spark, poor fuel delivery, hiccupping tune/cpu and/or sensor 
problems and probably some more that I can't think of now.
