The locks on the factory hard bags for the 05+ ST models are the same cut as the ignition barrel. The theory being that you need only have one key to start the bike and get into your luggage. You get three barrels with the bike from new to put into the bags if you decide to purchase them.  In practice (theres that difference between theory and practice) a lot of people carry two keys anyway. Many times I have just started the bike from cold and found that I've forgotten to grab my sunnies/wallet/comb/toll money/bryl cream/ chapstick etc etc from my pack in the locked top box, so I have to use use my spare key, instead of stopping the bike before it warms up. So I might as well have a separate, different cut key for the boxes.
 
Putting the barrels into the boxes is a one way operation. Removing them results irrepairable damage. Additionally, if you decide to sell them second hand, with the barrels installed, you will be giving away one of your ignition keys.

I'm a little confused - can you not just return the old bags (with 
locks intact) and _not_ give them the key?
