And since an article in Motorcycle Consumer News reviewed a study of
impacts on each part of the helmet, showing clearly that more than 40%
of impacts occur on the left and right side of the jaw/chin, what's the
point of less than full face helmets?

Just a couple of points:
    First, just take a look at the "helmet" just how much protection
does it afford. Most of these riders only buy the helmet that meets the
MINIMUM requirements of the law.
  As a MSF instructor for more than 25 yeats almost all instructors I've
talked to are anti helmet law. We've rather you wear a helmet through
education than legislation...you'll buy a better helmet
 Many of the helmets depicted in the photo do not even mee DOT
standards. They are purchased at swap meets or other events from a
"vendor" and then there on the table is a stack of "dot" scickers that
they can put on the back of their helmet (the vendor can't put them
on..that's illegal)

But then again it's still common practice and people won't listen...Just

came back from a road trip to Michigan - this picture was taken in Iowa.

Notice the helmet - nicely stowed away on the back, just in case he has
to 
cross a state where there is a helmet law. This law is full of mixed 
messages - either we have one or we don't - what stupidity.
