some decades ago, in the "55mph max" period in the US, Car & Driver did a
bunch of research on limits. one of the research papers they found, done by
the highway dept, was that it didn't matter what speed a road was posted
for, or if it was not posted at all. 80+% of the drivers drove at a safe
speed, the speeders still sped, etc.

there is already precedent for a car rental company adding extra fees to a
customer for speeding, based on the feedback from the GPS device in the car.

the "1984" style technological advances being considered on car control are
frightening.
