Garry,

I have cleaned pads with a piece of emory cloth and a 
piece of plate glass.  Place emory paper on glass and rub 
the pad on it.  Spray clean with brake cleaner and try it. 
 Unless pads are saturated with fluid, etc.,  it should 
help.
