Having done both recently also, I agree with Emile that both  
locations feature amazing riding, and also concur that if you are to  
enjoy these places on a bike your best bet is to head for the hills.   
But with only limited time, and by the sound of it limited  
familiarity with European roads)  I think you might find the Pyrenees  
a better bet, as it is smaller / simpler to get around, there is a  
great variety of roads to call on, and the weather is altogether more  
kind (if your trip is outside the summer months this should be a key  
consideration).  You are also in easy reach of Southern France, so  
can nip across the border to catch some sites on that side of  
Pyrenees too.

Can't help with bike-hire suggestions in either place - but suspect  
that both would have such things.
