Jody,
Are you quite certain that they put something inside your front sprocket
cover intended to lube the chain? I've personally not heard of such, but
that's not to say there isn't something like that out there. However on
pulling my sprocket cover off today to check the sprocket size, I found a
huge amount of "gunk" that went at least half way around the sprocket and
it was thick enough that it was obviously making contact with the chain as
indicated by the tracks in the gunk.
Like you, I noticed lots of rocks, dirt and debris in it as I scraped it
off with a putty knife. So I wonder if that's what you're seeing in
there.
