Ed and Mike -- thanks for the reply.  My guess is that the person from whom 
he bought the bike, who had said that the battery was new, didn't properly 
install or charge the battery prior to use.  Dave, the purchaser, found the 
terminal bolts loose which would further exacerbate the problem.
