The 99-04 ST series had faulty fuel sender units.

The early ones would leak fuel, permanently staining the frame, usually on 
the right side. They were replaced under a recall. The replacement unit on my 99 
ST was faulty also. It didnt leak fuel but it would go from full to empty of 
its own accord.

I would start there.
