After reflecting a bit, it sounds a resonance matter. Could be linked to rear shock absorber being shot, or fork oil shot. Too fluid fork oil (worn out) leads
generally to very strange behaviors. 

99 ST means a 9 year old bike. Was the fork oil changed in this time interval? Is the rear shock
leaking or something?
