Damien,

Yes I do believe it would make the left cooler. That
"fix" is a common one with the group I ride with.
It's so common that we do it first rather than see if
the left is cooler. :-)

guess that the metal would
be a better thermal conductor than the plastic so
some of the heat would be
"escaping" down the bar? The difference is very
noticeable.
