The RS does not sound like the right bike for the roads you describe.

As far as being two up I think an SV650 would be fine. It just depends
what your expectations are.
You could get a newer fuel injected SV without all the extras.PLEASE EXPOUND. A NEWER INJECTED ONE WOULD COST MORE AND ALSO HAVE A MUCH HIGHER RESIDUAL VALUE, WHICH THE IMPORT TARIFF WOULD BE BASED ON. I SHOULD ALSO MENTION THAT I AM NOT EXACTLY PETITE. I'M 6'1", 230, MUSCULAR BUILD ( I'M ON THE LARGE SIDE OF AVERAGE HERE, DOWN THERE I AM A GIANT. THEY DONT CALL ME JUAN GRANDE FOR NOTHING! LOL!! ). STILL, I GIGGLED MY ASS OFF THE TIME I RODE MY FRIEND'S SV... I SUPPOSE I SHOULD SAY THIS ON THE LIST, BUT WHEN I ZAPPED IT ON THE FREEWAY, I WAS AT AN INDICATED 100MPH IN 4TH GEAR IN NOT VERY DAMN LONG. SLOWER THAN MY LITER BIKES,BUT FASTER THAN I EXPECTED...

If you are going to go through the hassle of importing it you can pick
any bike. You could buy a bike and ride it here for a bit and get all
the kinks out and add any extras you want. Like Matt I would be
tempted by something that was better on the dirt. How about a
wee-strom or F650GS?NOT REALLY. TIME AND BUDGET ARE BOTH FACTORS. I NEED THE BIKE THERE IN EARLY JANUARY, MEANING I NEED TO SHIP IT MID DECEMBER. I AM ALREADY SHORT ON TIME AS THE SV NEEDS A BIT OF CARB WORK BEFORE IT GOES. CURRENT OWNER WILL TAKE CARE OF THAT THOUGH. THE WEE STROM IS TOO EXPENSIVE ( THEY HAVENT AROUND THAT LONG, RESIDUAL IS TOO HIGH) AND IS PHYSICALLY TOO BIG FOR WHERE I NEED TO PARK IT. iT WOULD BE A GOOD CHOICE THOUGH, PLENTY DOWN THERE, AND I RODE A FRIEND'S EARLIER THIS YEAR.

One thing you have not mentioned is parts availability.PARTS FOR BOTH SHOULD NOT REALLY BE A PROBLEM. THERE IS A TRIUMPH DEALER THERE, PARTS AVAILABILITY WAS A MAJOR FACTOR IN PURCHASING THE TRIUMPHS ORIGINALLY. IT'S OWNER TOLD ME THIS YEARS AGO BEFORE I EVER HAD ANY INTEREST IN BUYING ONE OF HIS...THERE IS A SUZUKI DEALER THERE AS WELL. RELIABILITY SEEMS TO BE VERY GOOD ON BOTH OF THESE BIKES, ALSO A FACTOR IN MY NARROWING TO THESE TWO...
