David,
First, make sure that you have the appropriate socket - either 46mm or if
unavailable substitute a 1 13/16". When I removed mine, I removed the metal
plate on the lower pannier mount to make it easier to bend the bracket out
and avoid scratching the rim, but as Jim pointed out, you can just have a
second person pull it out of the way. The washer that you remove after
removing the nut and ring has a bevel to it - make note of how it's
oriented before pulling it off.
