As for blue bulbs, the human eye has a very difficult time focusing blue.  The eye tends to focus in and out, 'seeking' the correct focus, leading to eyestrain.  This effect is well documented and understood.  I give seminars on doing close detail work, and the biggest recommendation is lots of incandescent or warm-white fluorescent lights, not cool-white (blue) fluorescent lights.

As for high beams, I drive with the low beams on, and flash or hold my high beams on when approaching intersections with cagers-in-waiting, such as those holding to make a left across my path.  The overtaking switch at the left forefinger is a wonderful device and I use it like a weapon trigger at cagers.
