Jim,

You´re absolutely right - BMWs, Mercedes-Benz and Audis normally do have
that limit (electronical limiters) - but that is not required by law. These
companies just made an agreement that 250 kph might be enough. Probably
because there´s no speed limit on the Autobahn. But you can imagine that
many owners of these cars just want to have the limiters removed. Actually
it needs just a little bit of re-programming and off you go... I think
Porsches come without the limiter, but I´m not 100% sure.

A similar agreement was valid for motorcycles until 1998. All motorcycles
which came to Germany via the official import channels were limited to 100
HP. The same was true for BMWs. But again everybody wanted the full power
(which was legal, you just had to pay higher insurance rates), so finally
they skipped this agreement in 1999. Now the motorcycles for the German
market have the same power as everywhere else.
