Exactly.  You dial the pressure you want in, hook up the gauge to the
valve, and then the inflation hose to the gauge, and when the pressure
is exactly where you want it, the air is shunted to a bleed valve
instead of into your tire.

It's not permanently attached, it's like a regular pressure gauge, only
it lets you regulate (via the inflation post) exactly how much pressure
is in the tire, to avoid the overfilling/bleeding routine.
