The older filters measure 66.3mm across the flutes of which there are
14.  I'd guess they're considered to be 67mm.
 
The newer ones measure 64mm and also have 14 flutes
 
There are a number of sources for 65mm cap wrenches which should fit the
64mm filter.  KD Tools makes one (KD3253) which should be available at
auto parts houses:

I haven't used one but Snap-On's FW656714 at $10.60 may be your best
bet.  They claim it will fit both 65 & 67mm sizes. Check it out at:
